The Board

The CICA Board includes a Chairman and Vice-Presidents for a term of two years as well as a Treasurer. Former Presidents are ex officio members of the Board. The Board usually meets twice a year, alternately in Paris, registered office of CICA, and at the invitation of the National Federation of one of the member countries.

Daniel Tardy

Former President and Treasurer

Daniel Tardy is a Naval Architect and Engineer. Daniel Tardy studied at the Ecole Polytechnique, Paris and at the Ecole Nationale Supérieure des Techniques Avancées (ENSTA). Daniel Tardy also has a PhD in Mechanical Engineering at the University of Nantes and obtained a doctorate ès sciences.

Daniel Tardy had 3 professional careers since his graduation.

An Engineering Career: Construction and naval weapons engineer at the “Indret” naval station (1958-1964); CEO of Joseph Paris SA, Nantes, specialized in cranes and steel structures (1964-1971); President and CEO of Entreprises de Travaux Publics de l’Ouest (ETPO), general contracting company building bridges, dams and harbor infrastructures as well as industrial and office buildings (1971-1998); President and CEO of the Compagnie Industrielle et Financières d’Entreprises (CIFE), holding company controlling various general contractors in France, including remote territories in the Atlantic and Indian Ocean (1974-2013) and southern California (USA).

An Academic Career: Head of the Institute of Technology of the University of Nantes (1967-1968); Full Professor (Mechanical Engineer Chair) at the Faculty of Sciences, Nantes (1968-1975); Head of the Ecole Nationale Supérieure de Mécanique, Ecole Centrale de Nantes (1968-1971); Chairman of the Institute for Advanced Studies in Development and Territorial Planning in Europe (IHEDATE) (2005-2016); Chairman of the Cement Industry Foundation Ecole Française du Béton (application for concrete) (2007-).

Professional Federations and Political Involvement: Professional union for infrastructure construction in France (1998-2005); Chairman of the Board of the Fédération Nationale des Travaux Publics (FNTP) (1998-2005); Member, later Vice President and Treasurer of the Executive Board of the Mouvement des Entreprises de France (MEDEF) (2000-2005); President of the European Construction Industry Federation (FIEC) (2006-2008); President of the Confederation of International Contractors’ Association (CICA) (2010-2012); Member (since 1999) and President (2005-2011) of the group of Private Corporations, within the Economic Social and Environmental Council (CESE, third assembly of the French Republic); Treasurer of the Confederation of International Contractors’ Association (CICA) (2012-).

Along his career, Daniel Tardy was awarded Chevalier of the Légion d’Honneur; Commandeur of the Ordre National du Mérite and Commandeur of the Palmes Académiques.

Irwin Perret

Honorary President

Irwin Perret-Gentil was born on 1961 in Caracas Venezuela. After finishing high school at the Jesuit´s San Ignatius School in Caracas, he earned his engineering degree from the Metropolitan University also in Caracas.

Irwin Perret-Gentil started his professional life in 1981 in the private sector in which he was technical assistant, site engineer, supervisor, project manager and director of several projects of Edificaciones, C.A. in Venezuela and the Caribbean islands.
After several years in managerial positions Irwin Perret-Gentil was promoted to Executive Vice President and partner of Edificaciones C.A.
In the year of 1991, Perret and other partners, established Soiltech C.A., a pilling company with activities in Venezuela.

In 2002 he established Perret Ingenieros, C.A. (Pering), a construction and real estate development company with activities in Venezuela, Colombia and Aruba.
He has been part of more than 110 projects in the real estate, tourism, educational, industrial, geotechnical and infrastructure sectors. Perret has a broad experience in conceptual planning, site design, financing, project management, and marketing for residential, land, resort, commercial, retail and industrial developments.

He is Chairman and CEO of Pering and Chairman of Soiltech, both companies of the Pering Group. Perret has been a member of the board of directors of several construction, ready-mix concrete, financial and insurance companies.
Perret is Former President of the Interamerican Construction Federation; the Venezuelan Construction Chamber and of the Venezuelan Construction Exporters Association.
He has also been Chairman of the Alumni Association of the “Colegio San Ignacio de Loyola”, and of “ Fundacion de Fomento Educativo San Ignacio” in Caracas.
Currently, is a trustee at the Universidad Metropolitana Foundation in Caracas; The Low Income Housing Foundation; the Venezuelan Construction Chamber Foundation and the Venezuelan Executives Association.
He is an Invited Professor, in Real Estate related topics, at the “Universidad Central de Venezuela”, “Universidad Metropolitana” and the “Universidad Catolica Andres Bello” in Caracas; as well as Speaker in Construction and Real Estate events. He has written several technical articles addressing real estate and construction related topics.

Irwin Perret-Gentil is married with 2 sons, 2 daughters and 3 grandchildren. He is fluent in English and Spanish.

Irwin Perret-Gentil has been CICA’s President from 2020 until 2022.
